Amtrak Tunnel

Bob Kalinsky, who lived in this Amtrak tunnel until last April, explained his move: "Living down there, you either grow old or you die . . . I've decided to grow." Citywide efforts have reduced the number of underground homeless from 5,500 in 1989 to 1,000 in 1996.
