Watching tourists in rented inflatable canoes gliding along the Hudson river to cool off on a hot autumn afternoon, I was reminded of the "Golden Venture" tragedy. (In 1993 a boatload Chinese immigrants got stranded on a New York City beach, a dozen of them drowning.)
